Topps, Panini, Upper Deck and Pokémon announce street dates — the day product can be sold. Hobby shops get an allocation, and the popular stuff (flagship Chrome, Prizm, the big Pokémon sets) is spoken for fast. If a box is sold out online, it's often because the allocation went in a day — not because it won't come back. Restocks happen through trades, buybacks and later allocations.
